چکیده
This study evaluates the long-run effects of Finnish active labour market programmes in youth labour markets. The effectiveness of programmes is measured by a number of outcomes, including employment, unemployment, programme participation, education, being out-of-labour force and annual earnings. A nonparametric propensity score matching approach adapted for the case of multiple programmes is applied to estimate the average programme effects. Our results point out distinct variation in the success of programmes, and indicate that job placement and labour market training are successful not only in promoting employment but also in increasing the earnings of participants. The largest of all programmes, youth practise, is not found to have any impacts on young persons’ labour market careers.

Identifying treatment effects of active labour market programmes for Norwegian adults
We investigate treatment effects of active labour market programmes for Norwegian adults for the 1990 to 2000 period. Three types of active labour market programmes are evaluated within a competing risks hazard rate model. Non-parametric specifications on both duration dependence and unobserved heterogeneities are used. By utilising rich administrative data, we find that active labour market pr...

Estimating the Threat Effect of Active Labour Market Programmes We combine two techniques to consistently estimate the effect of active labour market programmes and, in particular, active labour market policy regimes. Our aim is to explicitly estimate the threat effect of active labour market programmes. Based on Danish data (19982002) from administrative registers we find a strong and signific...
متن کاملDoes the Impact of Welfare to Work Depend on the State of the Labour Market? The Case of the UK New Deal for Young People
There is much debate, but surprisingly little evidence, concerning the impact of primarily supply side Welfare to Work programmes in labour markets characterised by weak labour demand. The usual argument is that we might expect Welfare to Work measures to have greater impacts in tight labour markets than in slack ones because more (and perhaps better) job vacancies exist. On the other hand, the...

Conclusions: We conclude that unemployment scarring also affects young adults with vocational credentials in a liberal labour market setting that otherwise allows for smooth school-to-work transitions. This finding runs counter to expectations that standardised vocational degrees, a liberal and flexible labour market structure, and predominantly short unemployment spells protect young skilled w...
متن کاملUnemployment , labour market programmes and wage determination : Evidence from the Czech and
This paper studies effects of unemployment and labour market programmes on real wages in the Czech and Slovak Republics using district panel data for the period 1992-1998. Clear evidence of a “wage curve” exists in both countries. The estimated unemployment elasticity of pay is, however, higher in the Slovak Republic, than in the Czech Republic. The wage subsidy and the public works programme e...
